Another very quiet day for fundamental news on the economic calendar and the only item for the euro to dollar of any significance in Europe was a speech by ECB President Jean Claude Trichet which was delivered at a group seminar in Munich.   At this morning’s seminar he indicated that the ECB’s massive QE may take time to filter through into the broader economy and, in particular, bank lending.  The only other item of news for this currency pair comes later this afternoon in the US with the release of the Federal Budget Balance which represents the difference in value between the government’s income and spending during the previous month.  The forecast is expected to come in at -65.5bn, a significant change on last month’s figure of -189.7bn.
